Project Engineer - Procurement (Procurement & Engineering Officer)

Core Responsibilities

• Technical Evaluation: Serve as a member of the Technical Evaluation Committee (TEC) for civil works, equipment, and goods tenders, applying approved criteria and scoring methodologies to assess technical submissions and verify compliance with mandatory requirements and AfDB procurement standards.
• Reporting & Meetings: Prepare individual scoresheets, draft sections of the consolidated Technical Evaluation Report, and participate in TEC meetings, bid clarifications, and post-qualification verification.
• Tender Preparation: Support the preparation and quality checks of tender packages, including technical specifications, drawings, scopes of work, and evaluation criteria.
• Clarifications & Coordination: Draft responses to bidder clarification requests and coordinate with field engineers, sector technical leads, the QA/QC Engineer, and the procurement team to resolve technical and documentation gaps.
