Job Description
POSITION SUMMARY
Runs the pooled engine of the department: the government bid pipeline and the commercial course portfolio as one flexing workstream. In surge mode the whole team converges on a live tender; in steady mode it designs, prices and refreshes commercial courses. During incubation this role also covers delivery oversight until the first major contract award.
KEY RESPONSIBILITIES
- Scan PPRA, NAVTTC, PSEB, TEVTA, MoITT, PSDF and donor portals continuously; maintain a scored opportunity register reviewed weekly with the Head.
- Lead end-to-end proposal development: bid/no-bid analysis, technical approach, partnerships/consortia, pricing with the Proposal & Costing Officer, submission.
- Own the commercial course portfolio: market scanning, course business cases, pricing, launch decisions with the Head.
